In many organizations the Local IT departments block ActiveX controls as a part of Standard Security Procedure. The error that you mentioned is due to the fact that the Application is unable to find the latest SHIF, and due to restrictions on the local machines, it is unable to download them. In this case you can ask the local IT department to 'package' the SHIF and deploy it over the network. I know this is easier said than done.
